As of November 1, 2025, more than 111,000 people with disabilities are employed in Kazakhstan, accounting for about 30% of the country’s working-age population with special needs. Employment support measures this year have reached 25,500 individuals.
Kazakhstan is home to 743,900 people with disabilities (3.7% of the population), including 375,200 of working age.
Under the Social Code, companies with over 50 employees must reserve 2–4% of jobs for people with disabilities. In the first nine months of this year, 7,100 individuals were employed under this quota.
Additionally, 4,800 people with disabilities secured permanent jobs, 5,700 took part in public works, and 758 joined the “Silver Age” project. Another 4,500 were trained in entrepreneurship under the “Bastau Business” program, and 1,400 received government grants to start their own businesses.
Since 2018, Kazakhstan has subsidized employers for creating specialized workplaces for people with disabilities. In 2025, 87 such workplaces were established across the country.
