Kazakhstan's Energy Ministry Comments on CPC Oil Shipment Problems

Kazakhstan's oil exports to global markets via the Caspian Pipeline Consortium (CPC) fell sharply in January 2026, according to Bloomberg.

Shipments were approximately 45% below the planned level. Traders estimate that exports of CPC Blend oil amount to about 800-900 thousand barrels per day. Of the 45 planned shipments, at least 21 were canceled.

The decline in supplies is due to several factors, including stormy weather, prolonged repair work, and damage to infrastructure following drone attacks.

The main problems arose at the CPC marine terminal. Stable loading requires the simultaneous operation of at least two remote mooring devices, but currently only one is operational, and that with interruptions.

Due to overfilled tanks, CPC has temporarily limited the acceptance of raw materials. In the event of prolonged disruptions, Kazakhstan may be forced to reduce oil production volumes.

Meanwhile, the Kazakh Ministry of Energy told a QazMonitor correspondent that oil shipments at the CPC terminal are currently being carried out via the VPU-1 external mooring device. The technological process is being carried out in normal mode, taking into account adjustments for current weather conditions in the water area.

“The ministry's main priority is to ensure the stability of export supplies and prevent critical overstocking of storage facilities,” the Ministry of Energy said.

The ministry noted that it continues to monitor the situation closely and is in direct contact with international partners and the consortium operator.
