Kazakhstan Moves Up 16 Spots in Government AI Readiness Index

The country showed strong result in the Public Sector Adoption

Kazakhstan ranked 60th out of 195 countries in the Government AI Readiness Index 2025, moving up 16 positions compared to last year. In the previous edition of the ranking, the country placed 76th. The results were published by Oxford Insights international analytical center.

The improvement indicates that Kazakhstan has strengthened its capacity to implement and manage artificial intelligence at the government level, particularly in a regional context.

The Government AI Readiness Index assesses how effectively governments are prepared to use artificial intelligence in public administration, the economy and social processes. Covering 195 countries, it is the only global ranking focused exclusively on the role of governments in the development and application of AI.

The 2025 ranking was compiled using an updated methodology that places greater emphasis on the expanded role of governments – from strategic planning and regulation to the practical implementation of AI in the public sector and the economy. This makes Kazakhstan’s improved position particularly significant amid the growing complexity of the global AI ecosystem.

The next stage of AI development in Kazakhstan is expected to focus on accelerating the commercialization of AI solutions, strengthening the private technology sector and startups, expanding market adoption, and improving business access to data and financing tools.

Overall, the results of the Government AI Readiness Index 2025 confirm that Kazakhstan is steadily advancing toward the systematic adoption of artificial intelligence, supported by strong public institutions, developed digital infrastructure and the practical use of AI in the public sector. Further progress in international rankings will depend on transforming government-led digital initiatives into scalable market solutions and generating sustainable economic impact from AI technologies.
