New Interbank Mobile Payment Rules Announced in Kazakhstan

The National Bank of Kazakhstan has launched a legal framework for interbank transfers via phone numbers and QR codes, QazMonitor reports.

A draft regulation on the “Rules for the Functioning of the Interbank Mobile Payment System” has been prepared. It will allow customers to transfer funds between banks in real time using only the recipient’s phone number or a QR code.

For businesses, the interbank QR system simplifies payment acceptance, eliminating the need for multiple POS terminals from different banks. Customers will be able to pay for goods and services via interbank QR payments through their own bank’s mobile app, regardless of the seller’s bank.

The document sets out the system’s operating procedures, requirements for participating banks, and rules for information exchange and interaction for transfers using simplified identifiers and QR payments.

As of early 2026, six of the 22 second-tier banks (excluding Otbasy Bank) are connected to the instant payment system and the National Bank’s unified QR code. Full integration of all banks is expected to be completed during 2026.
