Zhetysu Signs Investment Deals Worth Over ₸34 Billion

Agreements with Belgium, China, and Pakistan should create 800 jobs

At the Kazakhstan Global Investment Roundtable (KGIR-2025), a delegation from the Zhetysu region led by Deputy Akim Asset Kanagatov held meetings with international companies. As a result, four memorandums worth over 34 billion tenge were signed, aiming to create around 800 jobs, according to the regional administration.

The agreements involve investors from Belgium, China, and Pakistan. Planned projects include a wind turbine and energy storage plant in the Khorgos SEZ by Envision KKS, an SPC flooring and wall panel factory in Taldykorgan’s industrial zone by STS Jetisu, a transport and logistics hub with an international bus terminal in Panfilov district by Kausar-Cargo, and a bypass road and logistics center near the Nur Zholy – Khorgos border crossing by Saron Kazakhstan.

Ludo Sarens, President of Saron Kazakhstan, said:

The project of our company will be implemented in the territory of Khorgos — the border between Kazakhstan and China. We are focused on transporting wind turbines from China to Kazakhstan, as well as to Azerbaijan and Uzbekistan. To ease congestion and the overall load on the road border crossing, we have proposed the construction of a bypass road and a transport and logistics center in the area of the Nur Zholy – Khorgos checkpoint. The bypass road will make it possible to increase the capacity of the section by 2–3 times and reduce the load on the existing infrastructure.

Aftab Tanvir, Director of STS Jetisu, said:

I have been working in the CIS for 32 years. And in Kazakhstan, we plan to implement our first project in the Zhetysu region. It will be a plant for the production of SPC panels for walls and floors. I express my gratitude for the support provided to us.

Lun Shunqin of Kausar-Cargo spoke about plans for a logistics hub featuring a shopping center, bus terminal, temporary storage warehouse, and gas-turbine facilities. Envision KKS will also build a plant to supply the domestic renewable energy market.

Asset Kanagatov noted:

The Zhetysu region is actively expanding the boundaries of international cooperation. Since its establishment, 1.2 trillion tenge has been attracted to the region’s economy, which has made it possible to implement 135 projects and create 3,800 jobs. For example, at this stage, construction of an international cargo and passenger airport has begun jointly with a German company, and together with a Chilean company, a project is being implemented to build a plant for the production of grinding media for the mining industry. Now, new memorandums have been signed with investors from Belgium, China, and Pakistan. These initiatives will strengthen industrial and export potential, introduce advanced international technologies into production, increase investment attractiveness, and overall create new opportunities for sustainable socio-economic development.

Over the first nine months of 2025, the region attracted 330.3 billion tenge in investment, a 12.7% increase year-on-year.
