Kazakhstan, Russia Elevate Ties with 13 New Agreements

The documents include economic, transport, and scientific partnerships through 2030

Following the negotiations, Presidents Kassym-Jomart Tokayev and Vladimir Putin signed a Declaration on elevating interstate relations between the Republic of Kazakhstan and the Russian Federation to the level of a comprehensive strategic partnership and alliance.

In the presence of the heads of state, an exchange took place of the following signed intergovernmental and interagency documents:

  1. Comprehensive Program of Economic Cooperation between the Government of the Republic of Kazakhstan and the Government of the Russian Federation for 2026–2030;

  2. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on organizing cooperation in the field of transit transportation by rail and transshipment of Russian and Kazakh cargoes intended for export to third countries;

  3. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on cooperation in ensuring transport security;

  4. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on establishing a Kazakhstan–Russia intergovernmental commission for conducting flight tests of the Soyuz-5 and Baiterek space rocket complexes;

  5. Agreement in the form of an exchange of notes between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the establishment of a Consulate General of the Russian Federation in the city of Aktau;

  6. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on cooperation in ensuring sanitary and epidemiological well-being of the population;

  7. Memorandum of Understanding between the Ministry of Industry and Construction of the Republic of Kazakhstan and the Ministry of Economic Development of the Russian Federation on cooperation in the development of special economic zones;

  8. Memorandum of Intent between the Ministry of Education of the Republic of Kazakhstan and the Ministry of Education of the Russian Federation on establishing Kazakhstan–Russia general education institutions in the Republic of Kazakhstan and Russia–Kazakhstan general education institutions in the Russian Federation;

  9. Joint Action Plan between the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and the Ministry of Natural Resources and Environment of the Russian Federation on preparations for the importation of Amur tigers from the Russian Federation to the Republic of Kazakhstan and the initial adaptation of the relocated animals;

  10. Memorandum of Understanding between the Atomic Energy Agency of the Republic of Kazakhstan and the Federal Service for Environmental, Technological, and Nuclear Supervision (Russian Federation) on cooperation in regulating nuclear and radiation safety in the peaceful use of atomic energy;

  11. Action Plan between the Ministry of Transport of the Republic of Kazakhstan and the Ministry of Transport of the Russian Federation on developing road border checkpoints along the Kazakhstan–Russia state border;

  12. Agreement between JSC “NC Kazakhstan Temir Zholy” and JSC “Russian Railways” on the development of interstate junction points;

  13. Memorandum of Cooperation between JSC “Kazpost” and JSC “Russian Post.”
